This is a second anchor but let's be honest here: 1. hardware is dubious at Carderock, small wire, more dubious, 2. single non-locking carabiners, 3. one has gate down towards the rock.
If there was enough rope available, that point might, just might, be a safe second anchor looped with the rope. Stringing slings together is just asking for trouble. Which one was burned by somebody carelessly running a rope across it? That saying about the weakest link is doubly true here. First, the person who set this was a weak link, and then there's the gear.
And, the obvious question: why?
